Nicor Gas residential customers who meet the definition of a “Low-Income Residential Customer or Applicant” and other eligibility criteria for the Nicor Gas Low-Income Discount Program and waivers of deposits and late payment fees, upon submitting a properly completed application form, and if requested, any additional supporting documentation, can be enrolled to receive program and waiver benefits.
Customers currently receiving Illinois LIHEAP (Low Income Home Energy Assistance Program) or PIPP (Percent of Income Payment Plan) benefits under the Energy Assistance Act are automatically enrolled in the Nicor Gas Low-Income Discount Program and are approved for waivers of deposits and late payment fees. No application is required to receive these benefits.
Other Nicor Gas residential customers can qualify for the Low-Income Discount Program and waivers of deposits and late payment fees, if one of the following criteria is met:
Their household income is 80% or less of the Area Median Income (AMI) for their county of residence, or
Their household income is 300% or less of the federal poverty level.
They are enrolled in the federal Lifeline program.

If you meet the eligibility criteria, your account will be enrolled in the Nicor Gas Low-Income Discount Program after we receive and validate your application. You will not be billed deposits or late payment fees going forward. A previous billed or paid deposit will be canceled, and any money paid will be credited to your account within two (2) billing cycles.

Waivers and return of deposit are not applicable to customers who have been identified as having benefited from tampering during the prior five (5) years.
